Topless sunbathing is allowed over much of Europe and for most countries, especially in the warmer climates, you will have no trouble finding a legal, public clothing optional beach. Whether you want to cover up to the neck, go topfree, or shed it all on a nude beach you will be able to find a place in Europe where the sun is inviting and the people are tolerant.
